Environmental Justice Thriving Communities Grantmaking Program

The Environmental Justice Thriving Communities Grantmaking Program (EJ TCGM) is a competitive grant program administered by the U.S. Environmental Protection Agency (EPA). Approximately $550 million is available to select approximately 11 eligible entities to become Grantmakers.

As part of the Environmental Justice Thriving Communities Grantmaking Program (EJ TCGM), Grantmakers will provide the following -

  • Design the competitive application and submission processes
  • Award environmental justice subgrants
  • Implement a tracking and reporting system
  • Provide resources and support to communities, all in collaboration with EPA’s Office of Environmental Justice and External Civil Rights.

What does the EJ TCGM Provide

The EJ TCGM program provides funding for three distinct phases of project development:

Phase I: Assessment

Projects are designed to help communities identify and assess environmental and public health problems. These projects may involve conducting environmental assessments, public health surveys, or community engagement activities.

Phase II: Planning

Projects are designed to help communities develop plans to address the environmental and public health problems identified in Phase I. These projects may involve developing community action plans, identifying funding sources, or developing partnerships with other organizations.

Phase III: Development

Projects are designed to help communities implement the plans developed in Phase II. These projects may involve conducting environmental remediation, implementing public health interventions, or developing sustainable community development projects.

The EJ TCGM program is open to all types of organizations, including the following – 

  • a community-based nonprofit organization; or
  • a partnership of community-based nonprofit organizations
  • a partnership between— a federally recognized Tribal government and a community-based nonprofit organization
  • a partnership between— an institution of higher education and a community-based nonprofit organization

To be eligible for funding, organizations must be located in an environmental justice community and must have a demonstrated track record of working on environmental justice issues.

The EJ TCGM program is important for helping environmental justice communities address local environmental and public health challenges. The program can potentially improve the health and well-being of millions of people living in environmental justice communities across the country.
